The Lone Star will not always shine if disconnected from the national grid

The Texas Blackout reveals the state's ambivalence toward the rest of the US. 

Texas liked to think of itself as a separate place, almost a country in itself. It is called the "lone start state" suggesting it can and will stand alone. Historically speaking, Texas was briefly a country that declared its independence of Mexico and then joined the US. It is the only state that ever came into the union in that way. 

These facts are related to the electrical blackout that it is now recovering from. Because Texas has been the only state to reject being a part of the national electrical grid. Instead, Texas electricity is regulated by the Electric Reliability Council of Texas (ERCOT). Joining would mean that Texas would begin to buy and sell electricity across state lines, for example with Oklahoma or New Mexico. As soon as one engages in such interstate commerce, one becomes subject to regulation from Washington. As the Constitution puts it in Article 1, section 8, Congress has the power "to regulate commerce with foreign nations, and among the several states."   

Why did Texas wish to escape regulation? Because regulation means that profits cease to be the only consideration for energy companies. The production and transmission of energy is costly in itself, but Federal regulations demand that the technologies involved meet a high standard. Take Texas gas lines as an example. There are gas lines all over the United States, and those that are federally regulated must be well-insulated and meet other quality control standards. Texas state regulators knew that their gas lines could freeze and cease to function if it got cold enough, and indeed they were told about the problem in 2011 when they did seize up under a shorter cold snap. Windmills in Minnesota or Massachusetts seldom freeze up in the winter, but they did in Texas because it was cheaper not to weatherize them.

Why multiply examples? Texas energy companies did not need to invest in the best available technologies, because state regulators put profits ahead of performance safety.  And because the energy market in Texas is competitive, it would be startling if one or another company spent more money than legally necessary to produce and transmit electricity or gas, because that would put them at a disadvantage in the marketplace. 

Imagine if the same thing were true for automobiles. If Texas automobiles cost less because they had brakes that did not work well in cold weather, would that be a good idea? 

So what happens now? The citizens of Texas are suffering cold, water shortages from broken pipes, and much else. Fortunately, the Texas energy companies have saved up several billion dollars over the years and they are going to pay for all the damages. Wrong. They have not saved, and suddenly Texas feels it is definitely a part of the United States. They have asked for, and received a Federal bailout.  President Biden is sending 60 electricity generators, food, water, blankets, and meals to Texas. 

Strictly speaking, however, it would be only fair if Texas were told that no Federal funds would be handed out unless its utilities agreed to bring their technologies up to the national standard, and to have systems of reserve production like the rest of the country. Then Texas blackouts would be less frequent and less severe. But of course, this would be an inhumane thing to do, with 13 million Texans lacking water. So, Texas just became a big-time recipient of welfare. (So much for all the blustering and posturing about state's rights. The fact of the matter is that the so-called Red states, including Texas receive enormous sums every year from the Federal government, while the Blue states pay more in taxes than they get back. But that is the subject for another blog.)

There is a reason the US has a national gird - because like the states, energy systems are stronger if they work together. An electrical grid allows companies to trade electricity extremely quickly, because it moves at about the speed of light. If Chicago or Philadelphia needs more electricity, it can buy it from other systems on the same grid. If Houston or Dallas lacks power, however, they can only get it from within Texas. The Lone Star will not always shine, given the lack of a grid. 

Electricity has become too important to pretend that a state can go it alone without incurring massive problems. Hospitals need to keep those electrons flowing. Factories cannot function without it. Families, churches, pretty much everyone and everything needs electricity. When the lights go out, it is a universal crisis.

Tenth anniversary of the 2003 North American Blackout.

The tenth anniversary of the 2003 Blackout passed a few days ago. Fortunately, such a large blackout has not occurred again inside the US, but this is no reason to feel sanguine about electricity supply. The blackout in 2003 was a cascading failure that started in Ohio, tripped by an overhead line touching a tree limb. It was a hot day, which meant that demand for air conditioning was also high, and that caused the high tension lines to heat up. When this happens, they sag down. Power companies know this, and well-run companies make sure that the area below the lines is kept clear. But trees and bushes keep growing, and when not kept in check they soon rise closer to the lines. 

In short, the time of the accident was hardly a surprise. August is late in the growing season, when trees have had months to intrude upward. A hot day in August is hottest in the middle afternoon, and this is when the lines sagged down and touched the trees. The cascading effects knocked out power for 50 million people in Ontario, Canada and the eastern United States. The old adage, "For want of a nail, the horseshoe was lost. For want of a shoe, the horse was lost. For want of a horse. . ." still applies.

Since 2003 the monitoring of the power system has improved, and power plant operators have a few seconds more to notice when a problem occurs. But remember that electricity moves at 186,000,000 miles per second. A breakdown in Ohio can cascade a long way in one second.

Technology: Blackout Behavior and Hurricane Sandy

The blackouts that came in the wake of tropical storm Sandy left millions of people without electricity. These blackouts reminded Americans once again about how dependent they are on the current that runs silently into their homes, offices, and factories. As recently as 1965, when a major blackout shrouded the entire Northeastern United States in darkness, it was easier to cope with the crisis. Many typewriters were still manual, and the New York Times still had enough of them to write up the news and get it out the next day in a special edition that was printed in New Jersey, where the power remained on.  Back in 1965 important information was not stored on hard disks, and computers still had magnetic tapes. Then, the effects were most dire for travelers caught in airports, in subway tunnels, or on the high floors of buildings.

In 2012 computers are embedded in billions of devices, all of which require electricity. Even those that run on batteries need to be recharged after a short time. Some New Yorkers who have electricity proved willing to share it with complete strangers, letting them charge their cell phones, computers, and other devices, often for free. This generosity was not an isolated phenomenon, but is characteristic of what happens in a blackout. Generosity and helpfulness seem to break out on all sides. Unfortunately, journalists often miss htis side of blackouts, because they are looking for danger, death and destruction.

Widespread power failures only became possible after the development of regional grids of electrical service in the late 1930s and 1940s. As society increased its dependence on electricity, blackouts presented ever-greater problems, especially in hospitals, like that at NYU in 2012, when backup generators failed, and all the patients had to be moved elsewhere through the flooded streets of New York. Doctors and nurses gave selflessly to help their patients, for example by operating equipment manually, when this was possible, until it could be plugged in again. In the streets themselves many restaurants grilled neat and gave it away to passersby, most of whom could not cook in their dark apartments, rather than let the meat rot in rapidly thawing freezers.

As in 1965 and almost every other blackout, people talked to neighbors they hardly knew and helped total strangers. Blackout are a break in time, a semi-magical moment when the clocks literally stop and ordinary life cannot go on, when people discover a common humanity too often obscured by the demanding pace of contemporary life. When the Lights Went Out (MIT, 2010) explores the experience of blackouts, beginning with their World War II military necessity, including a wide range of reactions, ranging from exuberance and playfulness to riot, arson, and looting.

Yet most commonly, Americans have responded to blackouts by reaching out and helping one another. When thrust outside their cocoon of electrical conveniences and communications, they discover how much they share. In 1965, a woman returned home to her apartment near Union Square and found all the neighbors gathering in the only flat with a gas stove. Neighbors who had seldom spoken brought to one another out choice items from their suddenly dead refrigerators for an impromptu party and established friendships that persisted for decades. 

To its surprise, the Office of Civil Defense found that fear was not a widespread reaction to the 1965 blackout and that when fear was the first response it did not prove contagious. The investigators were surprised, because "projection of one's own fear on others is a fairly well-known phenomenon which has been experimentally induced." Instead, it found a "contagion of joy."

An Electrical Blackout Just For Me?

The storm that lashed Denmark Saturday night with hurricane winds caused a blackout at our house. We were watching television when suddenly all the lights on the ground floor went out, and the film we were enjoying disappeared. The buglar alarm began to ring, as it does when forced over on to battery power. Not its forceful full screaming mad sound, but an insistent call for assistance. Looking out the window, my wife and I immediately saw that the neighbors were not affected, and we soon found that the floors above and below us still had power. It seemed obvious that the problem could be solved by changing a fuse. We found a flashlight and a fuse, made the change, and. . . nothing happened. By this time we were getting a bit cross, missing the film, and quickly put in another fuse, also without any result.

All this time the burglar alarm continued to ring, intermittently, and we began to wonder if we might be hearing this all night. So we called the security company and asked if they could stop it, and of course also reported that the power outage was the reason. We could hear the wind howling.

It being the middle of a weekend, the last thing we wanted to do was call an electrician, because coming for an emergency on a Saturday would cost us a minimum of $200, based on past experiences when we needed a plumber or a locksmith. So I decided to go outside in the rain and wind to see if by any chance I could spot the problem. It seemed unlikely, but worth a try.

Outside there was lots of wind, but little rain, and I shone the flashlight up on the side of the house where the four electric lines come in. They all seemed very securely attached. But then, from the corner of my eye I saw and in my right ear I heard a buzzing bluish spark. One of those four lines was loose at the other end, where it joined the main line! 

We called the power company, assuming that we would have to wait, perhaps even to Monday, but glad we knew the problem. It was not a short-circuit caused by a leak, for example, which would have been hard to find, expensive to fix, and in the meantime a danger.  This was far better, as the problem was not our fault, and we would not have to pay anything.

Remarkably, a crew was on the scene in less than two hours from the time we called, and by 11 PM a truck with a lift had taken a man up to the loose wire, sizzling there in the rain, and his nonchalance made him casually heroic in the gusting wind. In less than two minutes he had reattached the electrical line and the power was on again in our house.

What does this event mean? Well, that some things work really well in Denmark. But not everything. One of the most frequent causes of blackouts is a failure to trim trees growing beneath power lines. Did I forget to mention this? The electrical line that failed is slightly entangled in a tree, and our neighbor whose windows are closer to the connection than ours, asked that someone from the city come and cut it back. Nothing was done, however, as the municipality seems to be saving money on such things.

That said, it nevertheless did seem rather amazing that of all the houses on this  street, ours should be the one affected, and only one floor, where I happened to be. After all, my last book was about electrical blackouts. Power failures are usually more widely shared, but this one was quite private.
